Standard Integrated Government Tax Administration System
In modern tax administration computerizing the tax collection procedure
that satisfies the taxpayers requirements in the best possible manner.
Change the administration in computerizing way satisfies two opposite

However Federal Inland Revenue Authority announces from 24 February
2004 the development of new software enabling to carry out the duty
of the collection of value added tax through computer’s Named
Standard Integrated Government Tax Administration System (SIGTAS).
SIGTAS is an integrated package with all modules necessary to manage
all taxes and licenses.
The Benefits of (SIGTAS)
For Governments, it improves the efficiency of the tax collection,
simplifying administration of tax lows and providing better control
over compliance, is fully integrated so that governments can easily
compare the taxes assessed and taxes collected, provides a detailed
tax roll along with each taxpayer’s assessments and payments,
provides many management and statistical reports to keep the government
fully informed on the state of tax administration.
For tax authority complete system to manage all aspects of system
administration including the tracking of late-files and late-payers,
exemption period-automatically, provides an over all view of all taxpayer
liabilities and payments, eliminates manual calculation of penalties
and interest, help ensure that data collected is valid, provides an
easy-to use and allows assessment calculation from previous years as
well as the current year.
What is the detail management of (SIGTAS)?
Tax Account Management
All types of taxes that a taxpayer is liable for are also tracked.
There is a tax account for each taxpayer/tax type combination-Tax accounts
can be attached to an individual/enterprise or an establishment.
The major features are: -
- Start and end dates of the tax account these are used to determine
if a taxpayer is liable for a given tax period.
- Fiscal year start and dates
- Allows for any taxes such as income taxes, turn over tax, withholding
taxes, P.A.Y.E. (Pay As You Earn), driver’s licenses, motor vehicle
licenses.
- Representatives can be stored at many levels (taxpayer and tax account)
to allow tax information (declaration and letters) to be sent to representatives
(accountants, legal guardians, etc) on behalf of the taxpayer.
- Provides for balances accumulated before SIGTAS. Not only can you
enter previous balances but SIGTAS will continue to up date penalties
and interest on these balances (as well as register any monetary transactions
against them.)
Declarations and Assessments
SIGTAS produces individualized declaration forms for your tax base.
It will produce declarations for all your taxpayers (in one batch) or
for a particular one.
After taxpayers return their declarations, the declaration information
is entered, the assessments are calculated and SIGTAS is ready to produce
assessment notices!
Declarations
- The system automatically determines who should receive a declaration
for a given period based on tax account start/end dates and exemption
periods.
- Each declaration is personalized with the taxpayer’s name, mailing
address, taxpayer number, due dates, tax period and tax account.
- Works with pre-printed or SIGTAS produced forms
- If the taxpayer has a representative, the mailing address of the representative
can be used
Assessments; Reassessments and Estimated Assessments
- Declaration information is easily entered into SIGTAS.
- Assessments are automatically calculated after the taxpayer’s
declaration has been entered.
- Assessment calculations can be scheduled (for later in the day or
at night) or can be run immediately.|
- Penalties and interest are calculated automatically based on user-defined
rules.
- Minor write-offs automatically handled of the taxpayer owe less than
the user-defined amount; the tax owing becomes zero.
- Personalized assessment notices, showing the tax to pay, penalties;
interest, and differences between SIGTAS calculations and taxpayer calculation.
- Assessment notices can be printed one at a time or in batches.
- SIGTAS allows as many reassessments as necessary.
- New assessment notices can be printed.
- Tax officers can create estimated assessments if the taxpayer does
not file.
- Estimated assessments can be based on tax returns from previous years.
- Full refund handling is supported report that lists all refunds and
other tax payer accounts that the refund can be applied.
Reminders
For late-filers and late-payers. SIGTAS has two types of reminders.
Late Filers
- SIGTAS has both reminders and reports that list those taxpayers who
have not field on time
- Reminders can be automatically printed for taxpayers
who have not filed.
- Reminders have addresses and can use windowed envelopes like the
declaration forms.
Late Payers
- Can be produced automatically for those who have not yet paid.
- The amount left to pay (including interest and penalty) is displayed
on the reminder.
- Can use windowed envelop like the declaration forms.
Letters
- SIGTAS allows for form letters that can be sent to one or many taxpayers
- Letters have the address pre-printed for easy mailing.
Penalty and Interest
Penalties and interest are handled automatically with SIGTAS. No more
manual calculations. Always up-to-data.
Calculated by monthly programs, by the cashing module; by the assessment
calculation module.
